Management consulting firms in Saudi Arabia differ more in scope and way of working than in name. Some offer advice across many management areas, some specialise in HR, digital transformation or communications, and some stay with you through implementation. So we compared seven firms on four fixed criteria, so you can choose by need rather than by reputation.

Below you'll find the criteria we used, a quick comparison table, a short profile of each firm drawn from its official website with a link, a guide to choosing the right fit, and practical steps for checking a firm before you sign.

How did we compare management consulting firms in Saudi Arabia?

We picked the firms from the management consulting firms that appear in Saudi search results, and kept only those whose official websites describe their services clearly. We left out any firm whose details we couldn't verify, and we didn't rely on ratings or opinions that can't be documented.

If you want to see how we work before comparing, read about SELA's management consulting and business strategy services. These are the criteria we applied to every firm:

Scope of servicesWhat the firm's website lists, and whether it covers several areas or specialises in one.
Way of workingWhether the firm describes its role as advice, or explicitly mentions taking part in implementation.
Sectors and clientsThe sectors or types of organisation its website says it serves.
Presence in Saudi ArabiaThe city or office shown on its official website.
The four criteria we applied to every firm in the comparison

Anything a firm's website doesn't mention is left blank in the table. That doesn't mean the firm doesn't offer it, only that we didn't find it published on the site when we checked.

SELA: one point of accountability from diagnosis to delivery

SELA is a business development group registered in the State of Delaware, with an office in Saudi Arabia. We provide management consulting across six tracks: strategy, business models and feasibility studies; AI and automation; operational excellence, organisational structure and governance; digital products; positioning, brand and marketing; and capability building.

We work in four fixed stages, each with a defined output: diagnosis, ending in a priorities report; model and plan, ending in a delivery roadmap with indicators; delivery through the group's divisions and execution partners to clear standards; and follow-up with regular performance reports. One party stays accountable to you for the result throughout.

Implementation is part of our scope, not a separate service, and we don't move to a stage before you approve the previous one's outputs. We work in Arabic and English and measure progress against indicators agreed at the start.

We have worked in sectors including manufacturing, financial services, construction, e-commerce, real estate and digital platforms. One example is an organisational consulting engagement for a plastics manufacturer that began with a full diagnosis: it found a broken decision-making mechanism between three partners and led to three interventions: managers' authorities, an HR department and an executive secretariat.

SELA suits organisations that need connected change across several tracks with one accountable party; a small, self-contained task may suit a specialist better.

Broad management consulting firms

These firms list services across several management areas, from strategy to governance, HR and economic consulting, each with its own emphasis.

Tuwaiq Consulting Group (TCG)

Tuwaiq Consulting Group's website presents its services in three groups: strategy, including strategic planning, family-business strategy and digital transformation; consulting, including restructuring, feasibility studies and market research; and governance, including governance frameworks, procedures manuals and compliance. It describes its offer as consulting solutions and advisory services for organisations of all sizes in Saudi Arabia.

Rafeef

Rafeef's website describes it as a management and financial consulting firm operating since 2016, based in the Al-Yarmouk district of Riyadh. Its services include strategic planning and institutional excellence, restructuring of struggling companies, HR consulting, and establishing and managing projects. Its website says it doesn't stop at advice but works as an implementation partner.

Saudi Scope

Saudi Scope's website says it has been licensed since 2008, is headquartered in Riyadh with regional representative offices, and serves the government, private and non-profit sectors. It groups its services into management consulting, including strategic planning, governance and change management, and economic consulting, including economic feasibility studies and business plans.

Note that feasibility studies appear among both Tuwaiq's and Saudi Scope's services, which matters if you are planning a new venture or an expansion.

Specialist consulting firms

The following firms also provide consulting, but their websites emphasise one area: human capital, communications and marketing, or business processes and digital transformation. They are a good fit when the challenge sits squarely in that area.

Maharat

Maharat describes itself as a national consultancy specialising in human capital development, founded in 2019. Its services include HR strategy, job design and job descriptions, workforce planning, organisational structure and compensation systems. Its website describes its mission as designing and delivering integrated consulting and training solutions.

Haykal

Haykal combines communications and marketing consulting, management consulting, communications and marketing execution services, and training, and is based in Riyadh. Its website lists government entities among its clients and describes executing communications and marketing strategies alongside consulting.

ES Consulting

ES Consulting focuses on business process management, digital transformation, enterprise architecture, data management and governance, and delegation-of-authority frameworks. Its website mentions 16 years of experience and an office in the Al-Nuzha district of Riyadh, and for process management it refers to providing modelling and automation software and overseeing implementation.

If your challenge is specifically about structure and decision rights, read our guide to organisational structure and the delegation of authority matrix before you contact any firm. A specialist can also work alongside a broad firm that coordinates the work.

Which firm fits your situation?

No single firm suits everyone. The real question isn't which firm is biggest, but which way of working your organisation needs now:

Connected change across several tracksA broad firm that coordinates the tracks and owns the whole result.
A defined challenge in one areaA specialist in that area, such as HR, digital transformation or communications.
An investment decision or new ventureA firm that lists feasibility studies and economic consulting among its services.
You want support through deliveryA firm that explicitly describes its role in implementation, not only recommendations.
Choosing the type of consulting firm by your situation

Ask yourself three questions before choosing. Is the challenge in one area or in several connected areas? Do you need recommendations only, or support through delivery? And do you have an internal team able to implement once the plan is handed over? Your answers decide the type of firm before its name.

Don't dwell on labels either: whether a provider calls itself a firm or a practice, what matters is the scope, the way of working and the team.

If you're unsure what kind of challenge you face, start with a short diagnostic conversation with more than one firm and compare how each understands your situation before any price is discussed.

Before comparing proposals, define the problem you want solved and ask every firm for clear deliverables at each stage; our guide on how to choose a management consulting firm walks through these steps. If your goal is efficiency through business process automation, look for a firm that improves the process before proposing any tool.

How to check a firm before you sign

Whichever firm you choose, apply the same checks before signing, and ask about projects similar to yours in size or sector, while respecting the confidentiality of its clients.

Clear, specific answers are a good sign of a serious provider with relevant experience. Applying the same checks to all the management consulting firms on your shortlist also makes their proposals easier to compare.

  1. 1Verify the commercial registrationAsk for the registration number and check it through the Ministry of Commerce lookup service.
  2. 2Ask about professional licencesRequest proof of any professional licence the firm mentions in its proposal.
  3. 3Request samples of past deliverablesReports or plans from earlier projects, with client details removed.
  4. 4Meet the delivery teamGet to know who will actually work on your project, not only the sales team.
  5. 5Agree deliverables in writingEach stage's outputs and how they are measured, in the contract itself.
Five steps to check a consulting firm before signing

When comparing proposals, align the scope first, then compare what each includes: the stages, the deliverables, the team and how long support continues after handover. A cheaper proposal may simply cover less, and the reverse is also true.

Ask for a contract in stages with decision points, so you can adjust or stop after each stage rather than committing to a long term at once.

Ask how knowledge will be transferred to your team, and if the firm will see your systems or client data, agree in advance who can access it and how it is stored and destroyed afterwards.

You can look up any registration through the Ministry of Commerce commercial registration lookup, a free online service. Data handling should also follow Saudi Arabia's Personal Data Protection Law.

Frequently asked questions

How do I choose between broad and specialist management consulting firms?

Start from the size of the challenge. If the change touches several areas at once, such as structure, systems and marketing, a broad firm that coordinates them fits better. If it sits in one area, such as HR or digital transformation, a specialist may be all you need.

Why is SELA listed first in this comparison?

Because the SELA team wrote this article and knows its own services best. We say so at the top, apply the same criteria to every firm, and describe the others only from their official websites, linked, without ratings or opinions that can't be verified.

Do management consulting fees vary much between firms?

They vary with scope, duration, the number of tracks and the team, and with whether the firm stops at recommendations or stays through implementation. Compare proposals after aligning the scope and deliverables, not on the headline figure, and ask what each price includes.

How can I check that a firm is properly registered before signing?

Ask for the firm's commercial registration and verify it through the Ministry of Commerce lookup service, and ask about any professional licence the firm mentions in its proposal. Ask for anonymised samples of past deliverables too, and meet the team who will actually work on your project before you commit.

How often is this comparison updated?

We review it at least every six months, recheck each firm's details on its official website and update the verification date at the top. If something changes before then, or you want to suggest a firm that meets the criteria, contact us and we'll check it.

Next step: start from your need, not the list

The best management consulting firm for your organisation is the one that fits the problem you need solved and the way of working you need. Define the need first, compare candidate management consulting firms on the same criteria, and check them before you sign.

If you'd like to start with a diagnosis that clarifies your priorities before any larger commitment, talk to the SELA team about what you need and we'll recommend the right path.
